Quick answer
Compare two gas detection quotations against the same technical requirement and scope, not just their totals. Check the specified detector configuration, controller interfaces, installation responsibilities, testing, calibration, handover documents and ongoing support. Mark each item as included, excluded, optional or unclear, then obtain written clarification and revised totals before deciding whether the offers are genuinely comparable.
Agree the comparison basis first
Use one approved detector schedule, site layout revision and alarm-output requirement for both offers. A quotation for detector supply alone is not equivalent to one covering a working installed system. If a supplier proposes fewer points or a different sensing configuration, ask the responsible engineer to assess that deviation before price evaluation.
Keep technical acceptability separate from commercial preference. An attractive payment schedule cannot resolve an unspecified target gas, undocumented controller interface or missing acceptance test. Record the quoted model and option codes rather than reducing every item to 'gas detector'.
Build a line-by-line scope comparison
Create an Offer A column and an Offer B column alongside the checks below. For each offer, enter included, excluded, optional or unclear, followed by its quotation page reference. Assign an owner and clarification deadline to every gap. Do not count an optional item as included in the base total.
| Scope item | What to compare | Clarification needed |
|---|---|---|
| Detectors | Quantity, gas, range, units, sensor and exact configuration | Equivalent duty or engineering deviation? |
| Controller and interfaces | Channels, power, modules and alarm-output routes | Which exact device versions are supported? |
| Installation | Cables, containment, mounting, access and terminations | Who supplies and installs each element? |
| Testing | Gas response, channel mapping, faults and authorized outputs | Which tests and witnesses are included? |
| Calibration | Applicable procedure, records and service provider | Included now, optional or arranged separately? |
| Handover | As-built drawings, manuals, settings and test reports | Which documents must be accepted? |
| Support | Warranty terms, exclusions, spares and service arrangements | What is committed in writing? |
Resolve Malaysian site and delivery costs
Ask both suppliers to state the quotation currency, validity, payment milestones, delivery destination and whether applicable taxes and freight are included. Where currencies differ, use an agreed evaluation date and exchange-rate basis. Do not silently compare an equipment-only overseas delivery price with a delivered Malaysian site package.
Identify site induction, permits, access equipment, travel, accommodation and shutdown-window assumptions. For a multi-site order or a site in Sabah or Sarawak, request explicit delivery and attendance terms rather than assuming the same arrangement as a Peninsular Malaysia site. Ask who bears the cost of an additional visit if site readiness delays testing.
Compare evidence and responsibilities, not labels
The phrase 'testing included' needs a defined deliverable. Confirm whether it covers a detector response check, calibration where required, point-to-controller verification and the specified downstream actions. UTAI's testing and commissioning guide distinguishes these activities; require the agreed scope in the contract, not just a brochure.
Request applicable product documents for the quoted configuration. Where project requirements call for certificates or service-provider qualifications, verify their scope and relevance. A general company statement is not proof that every offered model or service is covered. Assign responsibility for BMS, ventilation and gas-isolation interfaces, including work by other contractors.
Close the gaps before selecting an offer
An offer may include detector supply but exclude cable installation; another may include cabling but omit output testing. This is a scope difference, not evidence that either supplier is cheaper. Obtain priced clarifications or revised quotations covering the same accepted requirements. Keep unresolved costs visible instead of entering zero.
Record the final technical deviations, scope exclusions, agreed total, delivery assumptions and acceptance milestones in the purchase recommendation. Use UTAI's existing quotation page for RFQ preparation and enquiries. The UTCM01A controller page is a product reference, not confirmation that its interfaces match every detector or existing panel.
